Live Settings Not Saving

I was running version 9.2.3 and the live settings were not saving so I updated to 9.3.16 & still no joy.
So for example I tried changing the names of boards 1 & 2. Changed the names & clicked on the save pages & buttons layout. Closed the program & re-opened. Not saved. Just the same as it was. If I change the files I want in a certain board and again click on save. Close the program & re-open. again it just reverts back to what it was. So yeah not saving at all. Please help.
